The Ministry of Public Works issued a statement yesterday saying it had already finalized the details of the opening that will be held at 7 a.m. and which will feature President MartĂn Torrijos. The statement was issued after La Prensa printed the contents of a letter from project contractor Contructora Norberto Odebrecht to the Ministry of Public Works stating that the project will not be ready for the government's planned opening. The letter highlighted several unresolved issues, and said that it could be dangerous to open the facility to the public. The ministry's director of Special Projects, Carlos Ho, did not answer repeated phone calls from La Prensa seeking comment about the issues raised in the letter. Roxana MĂ©ndez, vice mayor-elect, confirmed that the Municipality of Panama will be responsible for maintaining the green areas of the project and other facilities, while the electricity bill will be shared with the ministry. To this end, the municipality will have to reduce costs in other areas to pay for the maintenance.
